| The Regulatory Environment
Many
nations around the globe and many states within the
U.S. have
recognized the threat of climate change and are addressing
it with measures to reduce carbon consumption that increases
greenhouse gases – observing the limits contained
in the international Kyoto Protocol. For
that reason, EcoEnergy Solutions is developing a new
generation of emulsified renewable fuels to help various
jurisdictions meet their goals for low-carbon fuels.
EcoEnergy Solutions also is focused on helping states
and end users meet federal mandates for the reduction
of the criteria pollutants of NOx and PM. For instance,
the California Air Resources Board (CARB) is in the
process of developing regulations to mandate lower NOx
and PM emissions from both on-road and off-road heavy-duty
diesel fleets. These regulations are intended to bring
California into compliance with the federal Clean Air
Act 8-hour ozone standard requiring reduced NOx emissions
and the PM2.5 standard requiring lower PM emissions
from heavy-duty diesel vehicles. As part of its State
Implementation Plan to reduce these emissions and establish
compliance, CARB is focusing on a strategy of fleet-averaging.
This strategy allows diesel fleet owners to meet overall
emissions limits for their fleets by buying new, cleaner
diesel vehicles and/or installing emissions-reducing
retrofit technologies on their vehicles. The emulsion
products of EcoEnergy Solutions will give the state
and fleet operators another tool for meeting fleet-averaging
requirements – cleaning up older diesel vehicles
and allowing them to remain on the road longer while
a fleet meets its emissions limits.
